Anything over $1000 should be done through a purchase order, not a P-card.
Anything over $5K I think has to be bid out, doesn't it? Or it should. $200K+ to IJ on a P-card in ONE MONTH is just stupid and is possibly a technical violation of our Procurement Code, which requires "Approval by County Commission on all contracts that exceed $100,000." $100K in one month should qualify as a single contract, no matter how you break it up.
50K+ to Maxor (a mail order pharamacy)???
Interwheel Sports? A bicycle?
$1500 to Buckhorn in Ohio for pallets (don't we have local pallet firms?)
$100K to WCI on the P-card? Also should be done by PO.
$70K to Baker & Taylor books- again, PO and bids.
Clearly, many of the P-card uses need to be moved to a more controlled procurement process.

p-cards are a controlled procurement process, and their use is not exclusive of bid contracts. I'm pretty sure those Lay's Market and IJ purchases are part of a larger contract -- most likely the contract to feed those in the jail. p-cards are more efficient than purchase orders because the bureaucratic functions are provided by the card issuer instead of county bean counters.
After my post, I wondered if these things were already covered under a contract and just being paid with the P-card, so I emailed KC Purchasing.
I verified with KC Purchasing that those items are all under a contract arrangement that went through the competitive bid process. There are particular cards that are tied to approved contract companies (and thus the use of the cards is limited to those companies, I suspect).
Interesting note- the County does collect a cash rebate, so in addition to saving money on paper POs and payments, we collect a little rebate, too. I would suspect that the normal detailed receipts are still collected even though things are just paid by the cards (a good thing to check on). This all seems to follow the federal government's REGO initiative to save $$ in the 1990s.

Steve, I was thinking anything $10K or more has to be bid out?
Wasn't that $10K printing job given to National Public Strategies (Harber) and paid through the hospitality fund a policy violation on two counts: That is was paid to a company owned by a county employee, and that because it was paid on a $10K job, the county should have bid the work?
The issue was a while back, so my recollection is a little fuzzy...
